Along with what killswitch said, often the options (cards, etc) for dell hpe etc are unique to them so you can't just throw together a pc part picker type tool. both hpe and dell have online configuration tools however to allow you to build a machine of theirs and will show you compatible options. as for "why not use a ryzen". the only real reason is the ryzen cpu and likely mobo are not.
