Mr. satan is the strongest completely normal human. videl and chi chi both climbed up into "abnormal" territory. (and that's before gohan taught videl about chi energy, at which point videl immediately shot past chi chi in this regard.). I know minaguchi best from voicing videl and pan in dragon ball. she's also a great va and has a unique voice that fits so many roles. one thing that isn't clear from this: are all party characters voiced by these same 2 va? so all male characters are by hiyama and all female characters by minaguchi?. Having videl in season 2, kefla to kick off season 3, & lab coat 21 close out the game is nice (outside of the latter being currently overpowered), but the game could've done better (especially considering that we have more gokus than women).
